H.R. 2444 — Promoting Resilient Supply Chains Act of 2025

This section assigns the Assistant Secretary of Commerce for Industry and Analysis the following additional responsibilities: (1) promoting the stability and resilience of critical supply chains and critical and emerging technologies that strengthen U.S. national security; (2) leading the Working Group established under section 3 and consulting covered nongovernmental representatives, industry, institutions of higher education, and state and local governments to promote resilient critical supply chains and to identify, prepare for, and respond to supply chain shocks affecting critical industries, supply chains, and emerging technologies; (3) encouraging the growth and competitiveness of U.S. production and manufacturing of emerging technologies; (4) assessing the resilience, diversity, and strength of critical supply chains and critical and emerging technologies; (5) supporting, in consultation with the Secretary of State and U.S. Trade Representative, the availability of critical goods from domestic manufacturers, domestic enterprises, and manufacturing operations in ally or key partner nations; (6) assisting the federal government in preparing for and responding to supply chain shocks to critical supply chains, including by improving flexible U.S. manufacturing capacities; (7) encouraging and incentivizing, consistent with U.S. international agreements, reduced reliance by domestic enterprises and manufacturers on critical goods from countries described in section 7(2)(B); and (8) encouraging the relocation of manufacturing facilities producing critical goods from such countries to the United States or ally or key partner nations to strengthen critical supply chain resilience, diversity, and strength.

This section establishes the Supply Chain Resilience Working Group, to be formed by the Assistant Secretary not later than 120 days after enactment of this Act and composed of representatives from federal agencies that rely on the Industry and Analysis business unit, including the Departments of State, Defense, Homeland Security, Transportation, Energy, Agriculture, and the Interior; the Department of Health and Human Services; the Office of the Director of National Intelligence; and the Small Business Administration. It directs the Assistant Secretary, not later than one year after enactment and in consultation with the working group, to (1) assess, map, and model critical supply chains (including for critical and emerging technologies); identify gaps, vulnerabilities, and potential shocks; evaluate domestic and allied manufacturing capacity, market stability effects, and workforce needs; and identify necessary risk assessment tools; and (2) in consultation with state and local governments and allied nations, identify opportunities to reduce vulnerabilities, encourage multistakeholder coordination on shocks, build capacity in critical industries, and develop contingency plans. It further requires the Assistant Secretary, not later than 120 days after enactment, to designate critical industries, supply chains, and goods (with public comment) and to update those designations at least every four years. Finally, it requires the Assistant Secretary to submit to relevant congressional committees, not later than one year after enactment, a report detailing supply chain activities and data collected over the prior year, necessary risk assessment tools, and related matters.

This section directs the Secretary of Commerce to produce a report identifying (1) duties, responsibilities, resources, programs, and expertise in department offices and bureaus relevant to critical supply chain resilience and manufacturing innovation; (2) the purpose, legal authority, effectiveness, efficiency, and limitations of each such office or bureau; and (3) recommendations to enhance related activities, including by improving effectiveness and coordination within the department and consulting with other agencies. The section further requires submission of the report, along with a strategy to implement recommendations as appropriate, to relevant congressional committees not later than two years after enactment of this Act.

This section defines 18 terms for purposes of this title, including "critical good" (any raw, in-process, or manufactured material, article, commodity, supply, product, or item whose absence of supply would debilitate U.S. national or economic security and critical infrastructure or emerging technology), "critical supply chain" (a supply chain for a critical good), "critical industry" (an industry critical to national or economic security that produces or procures a critical good), "domestic manufacturer" (a business conducting in the United States the research, development, engineering, or production for manufacturing a critical good), "emerging technology" (specified technologies critical to national or economic security, such as artificial intelligence, quantum computing, semiconductors, and robotics), and "resilient critical supply chain" (a critical supply chain ensuring sustainment of critical industries, including emerging technologies, during a supply chain shock).
