H.R. 2448 — To direct the Secretary of Interior to submit to Congress a report on the National Park Service's interpretation and application of the Standards for Rehabilitation for use of the Federal Historic Preservation Tax Incentives program.

This section directs the Secretary of the Interior to submit to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources, not later than one year after the date of enactment, a report on the National Park Service’s interpretation and application of the Secretary’s Standards for Rehabilitation (Standards) in the Federal Historic Preservation Tax Incentives Program (Program). (As background, the Program provides a 20% tax credit for the certified rehabilitation of income-producing historic properties.) The report must include (1) data for the 10 years preceding enactment on Program application (i.e., Historic Preservation Certification Application) processing times by project size, type, and parts 1, 2, and 3, plus annual averages of hold notices, part 2 conditions, denials, part 2 approvals, and withdrawals; (2) descriptions of Standards improvements for affordable housing development; guidance update opportunities for nonresidential-to-housing conversions, hazard remediation, energy efficiency, accessibility, and barrier removal; past actions to clarify Standards for affordable housing; frequent stakeholder issues and feedback processes; and guidance update procedures, including resource constraints; and (3) recommendations to enhance Program compatibility with affordable housing, protect historic properties from climate risks, and address economic and technical feasibility.
