H.R. 2462 — Black Vulture Relief Act

This section authorizes livestock producers and their employees (covered persons, as defined using terms from the Emergency Livestock Feed Assistance Act of 1988 [7 U.S.C. 1471]) to take black vultures (Coragyps atratus) that are causing, or reasonably believed to cause, death, injury, or destruction to livestock, notwithstanding the Migratory Bird Treaty Act (16 U.S.C. 703 et seq.). Covered persons may capture, kill, disperse, or transport carcasses of such vultures, or cause them incidental injury, but not using poison. The section requires annual reports of such takings, due by January 31 to the appropriate U.S. Fish and Wildlife Service regional office using a form to be developed and posted online by the Service Director within 180 days of enactment (not more onerous than existing MBTA permit forms), with no reports required beforehand.
