H.R. 2465 — Ensuring Opportunities in Online Training Act

This section requires governors to apply state eligibility criteria and procedures—established under the Workforce Innovation and Opportunity Act (WIOA) for providers of training services—to providers that deliver such services exclusively online. It further prohibits payment from a state's WIOA allotments to an out-of-state online-only provider selected by a participant unless that provider is included on the state's list of eligible providers for the relevant program. (Thus, states must evaluate qualifying out-of-state online providers using the same performance-based criteria applied to in-state providers.)
