H.R. 2484 — Seniors’ Access to Critical Medications Act of 2025

This section establishes a temporary exception to the physician self-referral prohibition for designated health services that are covered Medicare Part D drugs furnished by a physician or group practice from January 1, 2026, through December 31, 2030, if the drugs are prescribed by the referring physician or another physician in the same group practice; the beneficiary has an ongoing relationship with the prescribing physician or group practice, including at least one face-to-face encounter within the prior year for non-designated health services paid under Medicare; the drugs are dispensed from the physician practice's building by the referring physician, a group practice member, or a directly supervised individual via in-person pickup or mail, delivery, or courier service; and the drugs are billed by the dispensing physician, group practice, or a wholly owned entity. (The exception does not modify Medicare Part D program requirements.) This section further directs the Government Accountability Office to study Part D pharmacies and networks dispensing significantly more covered Part D drugs after enactment—including their physician or group practice ownership and characteristics of related dispensing arrangements (e.g., by physician specialty, contract features, conflict-of-interest mitigations, and influences on prescribing)—and to report findings to Congress within three years (without identifying or proprietary information).
