This section establishes a national public health education, awareness, and outreach campaign, to be carried out by the Secretary of Health and Human Services, to enhance access to abortion and related health services (i.e., abortion and any services provided in conjunction with it). The campaign must provide information on accessing abortion (including medication abortion such as mifepristone and misoprostol) through in-person services and telehealth; the legality and availability of prescribing, dispensing, and receiving such services; medically accurate information about abortion; patients' rights to travel across state lines for care and supporting organizations; distinguishing anti-abortion centers from actual providers and identifying their misleading claims; countering disinformation about abortion; and protecting personal health information—all consistent with applicable state and federal laws—and must make this information available on the HHS website while ensuring cultural competency and accessibility for underserved communities (e.g., communities of color, immigrants, people with disabilities or limited English proficiency, low-income individuals, young people, LGBTQI+ people, rural residents, and Tribal communities or Indian Health Service users). The Secretary must consult licensed health professionals expert in sexual and reproductive health and abortion, reproductive rights nonprofits, state and local public health departments, and nonprofit higher education institutions; must not promote misinformation on abortion safety or "abortion reversal," abstinence-only programs, or collect personal data from campaign resources; and must base information on current scientific evidence recognized by major medical organizations (e.g., American Medical Association, American College of Obstetricians and Gynecologists).
