H.R. 2523 — State-Level DOGE Establishment Act

This section conditions disbursement of discretionary appropriations to states on the establishment and maintenance of a state-level department, agency, or commission of government efficiency beginning in FY2026, except for appropriations in the security category (i.e., for the Department of Defense, Department of Homeland Security, Department of Veterans Affairs, National Nuclear Security Administration, intelligence community management, and international affairs, as defined in 2 U.S.C. 900(c)(4)(B)). The entity must (1) comprise 10 to 20 members with equal representation from the state's legislative majority and minority parties; and (2) publish on the state's website and submit annually to the Department of Government Efficiency in the Executive Office of the President a report detailing its review of the state's administration of federal funding to eliminate waste, fraud, and abuse, along with legislative and operational recommendations to improve efficiency. In this section, "state" includes the 50 states, the District of Columbia, and U.S. territories.
