This section reauthorizes the Deschutes River Conservancy Working Group through 2032 (from 2016), increases the cap on administrative costs to 10% (from 5%), and revises the composition of the Working Group. The revised composition specifies a board of directors of 10-15 members nominated by the groups represented, including (1) 2 from the environmental community, (2) 2 from irrigated agriculture, (3) 2 from the Confederated Tribes of the Warm Springs Reservation of Oregon, (4) 1 from hydroelectric production, (5) 1 from a federal agency, (6) 1 from a state agency such as the Oregon Department of Fish and Wildlife or Oregon Water Resources Department, and (7) 1 from a unit of local government.
