H.R. 2539 — FISCAL Act

This section revises milk requirements for lunches served under the National School Lunch Program by requiring schools to offer students a variety of milk, including fluid milk and plant-based milk consistent with the Dietary Guidelines for Americans or, if not covered by those guidelines, the Secretary's nutritional standards (previously, variety of fluid milk). It strikes the requirement to provide fluid milk substitutes for students whose disability restricts their diet upon a licensed physician's written statement, strikes the nondairy beverage substitution provision for other special dietary needs, redesignates the remaining milk substitutes subparagraph and inserts references to plant-based milk, and makes conforming amendments to allow plant-based milk under program grants and crediting provisions.
