H.R. 254 — American Science First Act

This section prohibits the Director of the National Science Foundation from providing grants or other forms of assistance to any individual or entity affiliated with or otherwise related to (including via research partnership, joint venture, or contract)—(1) an entity on the Entity List set forth in Supplement No. 4 to part 744 of the Export Administration Regulations; (2) a company on the list required by section 1237 of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 (Public Law 105-261; 50 U.S.C. 1701 note) or section 1260H of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Public Law 116-283), or any successor list; or (3) any parent, subsidiary, affiliate, or entity owned or controlled by an entity described in (1) or (2). (Thus, the restriction applies notwithstanding any other provision of law.)
