H.R. 2552 — RIFLE Act

This section repeals the $200 excise tax under IRC §5811 on the making or transfer of National Firearms Act (NFA) firearms (i.e., machine guns, short-barreled rifles or shotguns, silencers, destructive devices, and other weapons as defined in IRC §5845). (Thus, no such tax applies to transfers after the date of enactment.) It also makes conforming amendments to IRC §§4182, 5846, 5852, 5853, and 5854 to reference the tax as in effect before repeal where relevant (e.g., for exemptions on certain sales or imports).

This section provides a rule of construction stating that nothing in this Act places firearms regulated under the National Firearms Act (Chapter 53 of the Internal Revenue Code of 1986) under the jurisdiction of the Consumer Product Safety Commission.
