H.R. 256 — SAVE Act

This section establishes a prohibition on selling petroleum products drawn down from the Strategic Petroleum Reserve (SPR)—a Department of Energy stockpile of crude oil to mitigate severe energy supply interruptions—to any entity headquartered in (1) a country listed in Table 1 to 22 CFR §126.1(d)(1) (i.e., certain nations subject to U.S. arms embargoes, such as Cuba, Iran, North Korea, and Syria) as of the date of enactment or (2) Russia, under any provision of law. It amends the SPR drawdown-and-sale authority in section 161(a) of the Energy Policy and Conservation Act (42 U.S.C. 6241(a)) to require compliance with the new prohibition (previously, compliance was required only with that section).
