H.R. 2561 — One Vote One Choice Act

This section prohibits states from conducting elections for federal office using ranked choice voting—under which voters rank candidates in order of preference—by inserting new section 305 into Subtitle A of Title III of the Help America Vote Act of 2002 (HAVA), which sets uniform and nondiscriminatory election technology and administration standards. It makes conforming amendments to (1) redesignate HAVA sections 305 and 306 as sections 306 and 307, respectively; (2) expand the Attorney General's civil enforcement authority in HAVA section 401 to cover the new section 305; and (3) update the table of contents accordingly. The prohibition applies to elections held on or after the date of enactment.
