This section prohibits the District of Columbia from conducting any election for public office—including federal office—or any ballot initiative or referendum using ranked choice voting (i.e., a system in which voters rank candidates by order of preference). It does so by (1) inserting new section 305 in Title III of the Help America Vote Act of 2002 after redesignating existing sections 305 and 306 as sections 306 and 307, respectively; (2) amending the enforcement provision (52 U.S.C. 21111) to authorize the Attorney General to bring civil actions for such relief as necessary to carry out the prohibition (i.e., adding "and 305" to the list of covered sections, to "303, 304, and 305" from "303, and 304"); and (3) making conforming changes to the Act's table of contents.
