H.R. 2568 — Earthquake Resilience Act

This section requires the Director of the National Institute of Standards and Technology, in collaboration with the Administrators of the Federal Emergency Management Agency, the Directors of the National Science Foundation and United States Geological Survey, and in coordination with Federal, State, local, Tribal, and territorial governments and other stakeholders, to submit to the House Committee on Science, Space, and Technology and the Senate Committee on Commerce, Science, and Transportation, not later than two years after enactment, a national risk assessment identifying community progress in strengthening earthquake resilience and remaining gaps. This section also amends the National Earthquake Hazards Reduction Program (NEHRP)—which coordinates federal efforts to reduce earthquake risks through research, standards development, grants, and seismic monitoring—by (1) requiring development of standards, guidelines, and voluntary consensus codes for earthquake hazards reduction and post-earthquake recovery-based performance objectives addressing functional recovery and reoccupancy of buildings, structures, and lifeline infrastructure (i.e., critical utilities and transportation systems), including new provisions for standards on lifeline service recovery coordinated by a national lifeline infrastructure organization; and (2) directing the U.S. Geological Survey to incorporate real-time Global Navigation Satellite System network data streams and geodetic network data into regional seismic networks.
