H.R. 2569 — Train Noise and Vibrations Reduction Act of 2025

This section directs the Comptroller General of the United States to submit to Congress, not later than one year after the date of enactment of this Act, a report containing (1) recommendations to reduce train noise and vibrations near homes and (2) estimates of the costs and benefits of each such recommendation. The report must, at a minimum, include recommendations regarding: (1) modifications to trains and tracks; (2) modifications to train and track maintenance procedures; (3) speed limits for trains; (4) mitigation measures between tracks and homes; (5) the distance required between tracks and homes; (6) limits on the number of trains; (7) limits on the number of cars on trains; (8) limits on hours of operations; (9) building noise insulation; and (10) modifications to soil conditions.
