H.R. 2572 — Worker Enfranchisement Act

This section amends Section 9(a) of the National Labor Relations Act (NLRA) to require that an exclusive bargaining representative be designated by a majority of voters in a secret ballot election in which at least two-thirds of unit employees vote (previously, no minimum turnout required and certification possible via election with any turnout or voluntary recognition based on majority showing of interest). It further amends Section 9(c)(3) to require, for runoff elections, that a choice receive a majority of the at least two-thirds of employees eligible to vote (previously, majority of valid votes cast). The amendments apply to elections occurring on or after six months following enactment.
