H.R. 2579 — Reduce Duplication and Improve Access to Work Act

This section authorizes states to transfer up to 30% of their Temporary Assistance for Needy Families (TANF) block grant to Title I of the Workforce Innovation and Opportunity Act (WIOA) (i.e., statewide and local workforce development programs for adults, youth, and dislocated workers), effective October 1, 2026, in addition to existing transfers to social services programs (limited to 4.25%) and child care programs. For WIOA transfers, it (1) limits reservations for statewide workforce investment activities to 15%; and (2) requires states to submit a combined state plan under WIOA that covers the TANF program and applies WIOA planning requirements to specified programs. (Thus, TANF funds may support workforce services for low-income individuals while integrating TANF with WIOA planning.)
