H.R. 2584 — Protect TANF Resources for Families Act

This section prohibits states from using federal Temporary Assistance for Needy Families (TANF) funds—block grants that provide cash assistance and support services to low-income families with children—to supplant state or local funds for TANF programs and requires the state chief executive officer to certify that federal funds will not replace non-federal funds for such purposes. The requirements take effect on October 1, 2025.

This section reauthorizes activities under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families (TANF) program, which provides states with block grants for cash assistance, work activities, and related services to low-income families with children, excluding territory grants under section 403(c) and tribal work programs under section 418) and tribal family assistance grants under section 1108(b) through September 30, 2026 (i.e., FY2024-FY2026), in the manner authorized for FY2023, and appropriates such sums as necessary from general Treasury funds.
