H.R. 2594 — To establish a Water Risk and Resilience Organization to develop risk and resilience requirements for the water sector.

This section establishes the Water Risk and Resilience Organization (WRRO)—certified by the EPA Administrator based on criteria including technical expertise in covered water system operations, owner/operator experience, independence, and enforcement procedures—to develop cybersecurity risk and resilience requirements for covered water systems, defined as community water systems (as defined in the Safe Drinking Water Act) or treatment works (as defined in section 212 of the Federal Water Pollution Control Act) serving 3,300 or more persons. Directs the Administrator to issue a final rule implementing this section, including WRRO certification processes, not later than 270 days after enactment. Requires the WRRO to file proposed cybersecurity requirements and implementation plans (with reasonable compliance deadlines, potentially phased) with the Administrator, who must approve them if just, reasonable, and not unduly discriminatory, deferring to the WRRO's technical expertise.
