H.R. 2634 — Free Speech On Campus Act

This section requires public institutions of higher education, as a condition of eligibility to participate in Title IV programs under the Higher Education Act of 1965, to (1) at each orientation for new and transfer students, provide a written statement explaining students' First Amendment rights, affirming the institution's commitment to freedom of expression, and assuring that students and student-invited speakers will not face treatment violating their freedom of expression, as well as educational programming (including online resources) describing relevant institutional policies and teaching respectful expression of diverse views under the First Amendment; and (2) post that statement on the institution's publicly accessible website.
