H.R. 2639 — Telehealth Access for Tribal Communities Act of 2025

This section establishes permanent Medicare telehealth flexibilities, effective for services furnished on or after April 1, 2025, by an Indian health program (as defined in section 4 of the Indian Health Care Improvement Act) or urban Indian organization (as so defined), or by a physician or practitioner employed by or under contract with such a program or organization, to an eligible telehealth individual, as follows: (1) expands the definition of "originating site" under current law to include any site in the United States where the individual is located at the time of service, including the individual's home, for telehealth services identified in SSA section 1834(m)(4)(F)(i) as of enactment; and (2) provides coverage and payment for telehealth services identified in such section 1834(m)(4)(F)(i) as of enactment that are furnished via an audio-only telecommunications system, including services assigned HCPCS codes for which the Secretary did not apply certain in-person requirements during the COVID-19 public health emergency. (Thus, these programs may deliver specified telehealth services—typically including mental health and substance use disorder treatment—from a beneficiary's home using audio-only technology without originating site geographic restrictions.)
