H.R. 2642 — Improving Veterans Access to Congressional Services Act of 2025

This section requires the Secretary of Veterans Affairs, upon request by a Member of Congress, to permit use of Department of Veterans Affairs (VA) facilities for meeting with constituents, with the Secretary and Administrator of General Services jointly identifying available spaces. Not later than 90 days after enactment, the Secretary must prescribe regulations for such use that (1) require spaces to be available during normal business hours, visible and accessible to constituents, and subject to rent rates similar to those charged by the General Services Administration for local office space (payable from the Member's representational allowance); (2) do not prohibit Members from advertising such use; (3) comply with the Hatch Act and specified regulations by prohibiting campaigning, solicitation or opposition to federal law or policy, interference with facility security or operations, and unauthorized or political photography/recording; (4) bar use during the 60-day period preceding a federal election in the facility's jurisdiction; and (5) do not unreasonably restrict access when unused space is available without impeding VA operations.
