H.R. 2645 — Congressional Oversight of the Antiquities Act

This section amends the Antiquities Act (54 U.S.C. 320301) to impose time limits on presidential national monument designations and land reservations by— (1) making such designations and reservations effective only until the earlier of six months after issuance or the last day of the Congress in session, unless extended or modified by statute; and (2) barring land from a designation or reservation that lapses without extension, or that is rejected by statute, from inclusion in any future national monument under the act for 25 years. (Thus, presidential action requires congressional approval for permanence, with a lengthy cooldown for unsuccessful designations.)
