H.R. 2648 — Secure Background Checks Act of 2025

This section expands the categories of persons prohibited from possessing firearms or ammunition under 18 U.S.C. 922(g) to include (1) persons who fail to meet both the age requirement in 18 U.S.C. 922(b)(1) (i.e., under 18 years old for rifles, shotguns, or their ammunition, or under 21 years old for other firearms or ammunition) and the age requirement in their state of residence; and (2) persons (or business entities) who do not reside (or maintain a place of business) in the state where a federal firearms licensee's business is located and who do not qualify for an exception under 18 U.S.C. 922(b)(3)(A) or (B).
