This section adds to the required funding reservations under the Edward Byrne Memorial Justice Assistance Grant (Byrne JAG) program (i.e., formula grants to states and localities for criminal justice activities including law enforcement, prosecution, courts, corrections, prevention, and victim services) a third reservation of $20 million (increasing total reservations to $60 million from $40 million) for grants by the Attorney General to states, units of local government, and nonprofit organizations serving crime victims to provide compensation, training, and technical assistance to public assembly facilities to prepare against and protect from mass violence. It also adds definitions for “mass violence” (including active shooter incidents and targeted violence), “active shooter” (an individual engaged in killing or attempting to kill people in a confined, populated area with a firearm), “target violence” (premeditated attacks by known or knowable assailants on targeted individuals, groups, or institutions), and “public assembly facility” (fixed or temporary structures or places of close public gatherings for activities such as worship, education, shopping, or sporting events).
