H.R. 265 — Train FOOD Act

This section amends 49 U.S.C. 24321 (requiring Amtrak, pursuant to the Passenger Rail Expansion and Rail Safety Act of 2021, to establish a working group for recommendations on improving onboard food and beverage service; submit a report to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure; and submit an implementation plan) by (1) redesignating the savings clause as subsection (f); (2) establishing an implementation advisory committee (with membership mirroring the working group—i.e., Amtrak, labor organizations for food and beverage employees, passenger nonprofits, and state funders of state-supported routes), to be formed not later than one year after enactment of the Train Furtherance of Outstanding Onboard Dining Act and to terminate upon Amtrak's final annual report; and (3) requiring Amtrak to submit annual status reports (and post them online) beginning one year after that enactment and continuing until all working group recommendations are implemented or deemed impractical or impossible, detailing progress, completions, justifications and cost estimates (if due to funding) for rejected recommendations, changes in food and beverage service since enactment or the prior report, and advisory committee comments. Separately, this section directs the Comptroller General to submit to the committees, not later than two years after enactment of this Act, a report on Amtrak's progress implementing the working group's recommendations.
