This section amends customs manifest requirements under the Tariff Act of 1930 to explicitly require manifests for every vessel entering or clearing the United States, every vehicle arriving in the United States, and every aircraft arriving in the United States. The section further revises public disclosure rules for manifest information to (1) include each subheading of the Harmonized Tariff Schedule of the United States under which cargo is classified (new requirement); (2) specify the country of origin of the cargo and the last country through which the cargo was transported by the vessel, vehicle, or aircraft (from country of origin of the shipment); and (3) update terminology to encompass vessels, vehicles, and aircraft (from vessels, aircraft, or carrier). (Thus, these changes increase public transparency of import cargo details for trade monitoring and enforcement.) The section also adds a definition of "aircraft" as a civil, military, or public contrivance designed to navigate, fly, or travel in the air. The amendments apply to arrivals 30 days after enactment.
