H.R. 2654 — Lifesaving Gear for Police Act of 2025

This section renders unenforceable, unless enacted into law by Congress, any regulation, rule, guidance, policy, or recommendation issued on or after May 15, 2015, pursuant to Executive Order 13688 or Executive Order 14074 that limits the sale, donation, or transfer of excess federal property—including under 10 U.S.C. §2576a—to state and local law enforcement agencies. (As background, §2576a authorizes the Department of Defense to transfer excess personal property, including small arms and ammunition, to federal and state agencies for law enforcement activities such as counterdrug, counterterrorism, disaster preparedness, and border security, subject to specified conditions.) The section further (1) prohibits federal agencies from using federal funds, fees, or resources to implement or enforce such measures not enacted into law; (2) bars the President from reinstating those executive orders or issuing substantially similar ones regarding transfers under §2576a; and (3) requires return, replacement, or reissuance at no cost, as soon as practicable, of any such property recalled or seized on or after May 15, 2015, to requesting agencies that satisfy applicable §2576a conditions if the property is available in stock for law enforcement use.
