H.R. 2659 — Strengthening Cyber Resilience Against State-Sponsored Threats Act

This section establishes a joint interagency task force, chaired by the Director of the Cybersecurity and Infrastructure Security Agency (CISA) with the Director of the Federal Bureau of Investigation as vice chair, to be formed by the Secretary of Homeland Security through the CISA Director within 120 days of enactment in consultation with the Attorney General, FBI Director, and heads of relevant Sector Risk Management Agencies under National Security Memorandum–22. The task force, composed of cybersecurity and threat intelligence experts from specified agencies, coordinates to detect, analyze, and respond to cybersecurity threats to U.S. critical infrastructure from People's Republic of China (PRC) state-sponsored cyber actors, including Volt Typhoon, and may collaborate with existing groups to avoid redundancy. Not later than 540 days after establishment, the task force must submit an initial report to appropriate congressional committees assessing sector-specific risks, resource needs, potential disruptions to critical infrastructure and military operations in a PRC-U.S. crisis or conflict, economic and social impacts, and recommendations for federal and private sector mitigation, including a one-time awareness campaign plan; annual reports are required for five years thereafter, followed by briefings within 30 days of each report.
