This section establishes the American Collegiate Sports Association (ACSA) to oversee and regulate college sports in replacement of the National Collegiate Athletic Association (NCAA), with governance by a commissioner appointed by the President with Senate advice and consent for a four-year term. It requires institutions of higher education participating in federal student aid programs under Title IV of the Higher Education Act of 1965 to join ACSA and comply with its rules, including the following: (1) equal distribution of all name, image, and likeness revenue among all student athletes at member institutions; (2) free transfers for student athletes among member institutions without penalty; (3) athletic conferences limited to institutions in the same time zone; (4) equal sharing of all athletic program revenue (e.g., ticket sales, merchandise, sponsorships) among member institutions and their student athletes; (5) coach salaries capped at no more than 10 times the full cost of attendance at the institution; and (6) equal sharing of broadcast revenue from college sports events among all member institutions. (Thus, non-compliance results in ineligibility for Title IV programs, which provide grants and loans to students at participating institutions.)
