H.R. 2665 — Trade Review Act of 2025

This section establishes a congressional review process for duties imposed or increased by the President on imported articles (excluding antidumping and countervailing duties under title VII of the Tariff Act of 1930). It requires the President to notify Congress within 48 hours of such action, including the reasoning and an assessment of impacts on U.S. businesses and consumers; provides that the duty expires after 60 days unless Congress enacts a joint resolution of approval; and allows Congress to enact a joint resolution of disapproval to terminate the duty. Joint resolutions of approval may be introduced during the 60-day period and those of disapproval at any time after notification, with expedited procedures under subsections (b) through (f) of section 152 of the Trade Act of 1974 (i.e., committee referral to Ways and Means or Finance, discharge after 30 days, privileged motions, and one hour of debate). (Thus, this subjects certain presidential tariff actions to congressional fast-track oversight akin to existing Trade Act procedures for actions such as import relief under section 201.) This section also makes a conforming change to the table of contents for the Trade Act of 1974.
