H.R. 2666 — CBO Scoring Accountability Act

This section requires the Director of the Congressional Budget Office (CBO), for the first 10 years after enactment of any major legislation, to prepare and publicly release an annual analysis of the legislation's results, including (1) estimates of costs and changes in federal revenues, (2) comparisons to prior CBO estimates for the legislation, and (3) updates to those estimates. (Major legislation is defined as a bill or joint resolution projected to result in mandatory spending outlays or federal revenue receipts equal to or greater than 0.25% of projected U.S. gross domestic product for the year.) If actual costs or revenue changes for any provision differ from prior estimates by 10% or more, CBO must report to Congress explaining the discrepancy; federal agencies must provide requested information to assist CBO. This section also makes a conforming change to the table of contents for the Congressional Budget and Impoundment Control Act of 1974.
