This section prohibits the Secretary of the Interior from issuing leases or other authorizations for oil and natural gas exploration, development, or production in specified areas off the coast of Florida, amending section 18 of the Outer Continental Shelf Lands Act (OCSLA). The prohibited areas are (1) areas of the Eastern Gulf of Mexico referenced in section 104(a) of the Gulf of Mexico Energy Security Act of 2006; (2) the portion of the South Atlantic Planning Area south of 30 degrees 43 minutes North Latitude, as depicted in the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program (September 2023); and (3) the Straits of Florida Planning Area, as depicted in such program. (Thus, rights under leases issued before enactment are unaffected.)
