H.R. 2676 — No Union Time on the Taxpayer’s Dime Act

This section eliminates official time (i.e., paid work hours) for all federal employee activities relating to the business of a labor organization by replacing 5 U.S.C. §7131 in its entirety. (Thus, such activities must be performed during non-duty status, superseding prior authorizations for negotiations, proceedings before the Federal Labor Relations Authority, and agency-union agreements on reasonable amounts.)
