This section establishes a program administered by the Secretary to provide rebates to eligible households (i.e., those with income below 200% of area median income residing in single- or multi-family buildings in ZIP codes in the 75th percentile or higher of the CDC Heat and Health Index) for the purchase and installation of eligible cool roof products (i.e., those rated by the Cool Roof Rating Council). Rebate amounts are (1) for low-sloped roofs, $0.25 per square foot for products with minimum 3-year aged solar reflectance of 0.80 and thermal emittance of 0.75 (or Solar Reflectance Index of 99), increasing to $0.75 per square foot for reflectance of 0.90 and emittance of 0.75 (or Index of 114); and (2) for steep-sloped roofs, $0.25 per square foot for asphalt shingles with reflectance of 0.25 and emittance of 0.75 (or Index of 23) or non-asphalt shingles with reflectance of 0.40 and emittance of 0.75 (or Index of 43), increasing to $0.75 per square foot for asphalt shingles with reflectance of 0.40 and emittance of 0.75 (or Index of 43) or non-asphalt shingles with reflectance of 0.60 and emittance of 0.75 (or Index of 71). Rebates may be combined with other financial assistance, and the program terminates on September 30, 2030. The section authorizes $25 million annually for FY2026 through FY2030 for the program and $600,000 to update the Cool Roof Calculator; requires a report to Congress six months after termination detailing participant roof retrofits and products; and defines key terms including "3-year aged," "low-sloped roof," and "asphalt shingle."
