H.R. 268 — STOP MADURO Act

This section states congressional findings that (1) in 2020, the Trump administration charged Venezuela regime leader Nicolás Maduro Moros and other officials with narco-terrorism conspiracy (20-year minimum to life sentence), cocaine importation conspiracy (10-year minimum to life), using and carrying machine guns and destructive devices in furtherance of those conspiracies (30-year minimum to life), and conspiring to do so (life maximum); (2) U.S. Attorney Geoffrey S. Berman described the charges as alleging a 20-year narco-terrorism partnership with the FARC to flood the United States with cocaine; and (3) U.S. Attorney Ariana Fajardo Orshan noted related charges resulting in approximately $450 million in seizures.

This section authorizes the Secretary of State to pay a reward of up to $100 million (notwithstanding the cap in 22 U.S.C. 2708(e)(1)) to one or more individuals who furnish information under the Department of State rewards program (22 U.S.C. 2708)—which provides payments for information leading to the arrest or conviction of individuals for international terrorism, narcotics trafficking, and related crimes—directly resulting in the arrest and conviction of Nicolás Maduro Moros. The reward must be funded exclusively from liquidated assets withheld from Maduro, Maduro regime officials, and their co-conspirators under specified authorities, including the Foreign Narcotics Kingpin Designation Act (21 U.S.C. 1901 et seq.) and Executive Orders 13692, 13850, 13884, among others.
