H.R. 2681 — Moab UMTRA Project Transition Act of 2025

This section amends provisions governing the Moab Uranium Mill Tailings Remedial Action (UMTRA) project (i.e., Department of Energy remediation of uranium mill tailings contamination at the Moab, Utah, site under the Uranium Mill Tailings Radiation Control Act of 1978) as follows: (1) strikes paragraph (5); (2) redesignates paragraph (6) as paragraph (5); and (3) adds a new paragraph (6) directing the Secretary of Energy to convey, at no cost, all U.S. right, title, and interest in the Moab site to Grand County, Utah, upon achieving remedial action completion status sufficient for land conveyance, as determined by the Secretary in consultation with relevant regulatory authorities and subject to any health and safety restrictions. The conveyance requires the United States to retain necessary water rights (e.g., for ongoing groundwater remediation), prohibits Grand County from reconveying any portion of the land to a private entity or nonprofit organization, and allows additional terms to protect U.S. interests.
