H.R. 2682 — STOP Bullying Act

This section states eight congressional findings concerning the prevalence, impacts, and underreporting of bullying in K-12 schools, including that nearly 1-in-5 students (more than 10 million) report being bullied; 68% of bullied grade 6-12 students face repeated incidents with negative health effects; marginalized students experience high rates, with 71% of Jewish families reporting antisemitism, 78% of Sikh students bullied, 83% of LGBTQ+ students harassed or assaulted, and 44% of teenagers with developmental disabilities bullied; 56% of incidents go unreported; and states must ensure safe learning environments regardless of students' race, color, national origin, sex, disability, sexual orientation, gender identity, or religion.

This section establishes a grant program under the Elementary and Secondary Education Act of 1965 under which the Secretary of Education awards grants to each state to create an anti-bullying task force. Each task force, chaired by a designee of the state's chief education officer and including at least one representative from specified categories (e.g., teacher, school administrator, parent, K-12 student, guidance counselor, child and school psychologists, paraprofessional, lawyer, community-based organization and professionals supporting LGBTQ+ students, and state education agency staff on school climate), must study (1) local educational agency bullying policies, (2) teacher/parent/student bullying education, and (3) bullying-related student violence and self-harm. Not later than one year after submitting the study, each task force must submit a public report to the state's chief education officer and the Secretary containing findings, legislative/administrative recommendations, and best practices for reducing bullying, training school staff, and parental involvement.
