H.R. 2706 — Aid Accountability Act of 2025

This section amends restrictions on population and health assistance funds under section 104(f) (i.e., prohibitions on using such funds for abortions as a method of family planning, involuntary sterilization, or related activities) by establishing penalties for knowing violations. It (1) requires termination from federal employment, a lifetime ban on future federal employment, and fiscal liability equal to the amount of illegally allocated funds for violating federal employees; (2) imposes a lifetime ban on receiving federal funds for grantees, subgrantees, contractors, or other recipients; (3) directs the Secretary of State to make final determinations on violations and penalties (subject to federal court review), report to Congress within 60 days on violation details and prevention measures; and (4) subjects such determinations to procedures under the Congressional Review Act (5 USC ch. 8).
