H.R. 271 — Defund Planned Parenthood Act of 2025

This section sets forth congressional findings that (1) state and county health departments, community health centers, hospitals, physicians' offices, and other entities provide women's health services—including diagnostic laboratory and radiology services, well-child care, prenatal and postpartum care, immunizations, family planning (including contraception), cervical and breast cancer screenings and referrals, and sexually transmitted disease testing; (2) many such entities serve all persons regardless of ability to pay and provide services in medically underserved areas and to medically underserved populations; (3) all funds no longer available to Planned Parenthood Federation of America, Inc., and its affiliates and clinics under this Act will be made available to other eligible entities for women's health care services; and (4) funds authorized and appropriated by section 4 are offset by the funding limitation under section 3(a).

This section establishes a one-year moratorium, beginning on the date of enactment, on federal funding to Planned Parenthood Federation of America, Inc., and its affiliates and clinics unless they certify that such entities will not perform abortions or provide funds to any entity that does during that period (with exceptions for pregnancies resulting from rape or incest, or where a physician certifies the woman faces danger of death absent an abortion). It further directs the Secretaries of Health and Human Services and Agriculture to seek repayment of any federal assistance received by such entities if the certification is violated.

This section appropriates $235 million for the community health center program under section 330 of the Public Health Service Act (42 U.S.C. 254b)—which funds primary care and preventive services for medically underserved populations (i.e., low-income individuals, the uninsured, migratory workers, the homeless, and public housing residents)—in addition to other funds available for the program, for the period during which the funding limitation under section 3(a) applies. It prohibits use of such funds for abortions except as permitted under section 3(b).
