H.R. 2714 — Puerto Rico Energy Generation Crisis Task Force Act

This section establishes a task force in the Executive Office of the President to improve collaboration and efficiency among the Department of Energy, Federal Emergency Management Agency, Army Corps of Engineers, and Puerto Rico government and energy sector representatives in addressing Puerto Rico's energy generation challenges. The task force comprises (1) one member appointed by the Secretary of Energy, (2) one by the Secretary of Homeland Security through the FEMA Administrator, (3) one by the Army Corps of Engineers Chief of Engineers, (4) one by Puerto Rico's Energy Czar, and (5) three by the Puerto Rico government representing the Puerto Rico Energy Bureau, LUMA Energy, and Genera PR. The task force must identify solutions to energy generation problems, coordinate among members and relevant groups (e.g., Puerto Rico Grid Recovery and Modernization Team), meet at least every 30 days under a member-selected head with flexible (including virtual/hybrid) formats, and submit reports to Congress and the President within 90 days of enactment and semiannually thereafter describing identified problems, recommended solutions, implementation timelines, and responsible entities.
