H.R. 272 — Protecting Life and Taxpayers Act of 2025

This section prohibits federal funds from being provided (directly or indirectly, including through contracts or subcontracts) to any entity unless the entity certifies that it will not perform abortions or provide funds to other entities that do. The prohibition does not apply to abortions resulting from rape or incest or those certified by a physician as necessary to prevent the woman's death due to a physical disorder, injury, illness, or life-threatening physical condition caused by or arising from the pregnancy. "Entity" is defined to include the entire legal entity and any entity that controls, is controlled by, or is under common control with it.
