H.R. 2742 — DOGE Accountability and Transparency Act

This section states congressional findings concerning Congress's oversight responsibilities of the executive branch, including (1) the duty to review, monitor, supervise, and evaluate executive actions; (2) authority derived from Article I of the Constitution; (3) the continuous watchfulness requirement under the Legislative Reorganization Act of 1946; (4) President Trump's Executive Order of January 20, 2025, reorganizing the U.S. Digital Service as the U.S. Department of Government Efficiency (DOGE) Service to monitor federal technology and software for efficiency; (5) DOGE's reductions in force and office closures and their impacts on agency services; (6) the need for reductions and program changes to be based on transparent analysis; (7) DOGE's approach and its effects on federal employees and citizens; and (8) the need for transparency in federal actions involving personal data.

This section requires the Administrator of the United States Department of Government Efficiency Service (DOGE) to submit to Congress (1) an initial report within one week of enactment detailing any DOGE activity from January 20, 2025, to enactment and (2) weekly reports thereafter on DOGE actions affecting each federal agency (as defined in 5 U.S.C. §551(i.e., executive branch authorities generally excluding Congress, courts, and certain other entities)) and their cumulative impacts. The weekly reports must include (1) statutory authorizations for each change, (2) changes in agency employee numbers (including resignations, removals, or position eliminations), (3) descriptions of specific changes to agencies or their offices, (4) cost-saving measures, (5) policy changes, (6) physical changes to agency structures or locations (e.g., building moves or employee relocations), (7) federal agency data accessed by DOGE (including descriptions, accessing individuals, purposes, and uses), and (8) realized versus expected benefits of DOGE actions to date.
