H.R. 2747 — Healthy Affordable Housing Act

This section establishes a grant and loan program administered by the Secretary of Housing and Urban Development (HUD), to be set up no later than one year after enactment, under which HUD provides funding to eligible entities (i.e., units of general local government, tribes, developers, public housing agencies, affordable housing organizations, or combinations thereof) to develop, create, or preserve qualifying affordable dwelling units (i.e., units qualifying as affordable housing under section 215(a) of the Cranston-Gonzalez National Affordable Housing Act and meeting its section 214(1) income targeting requirements) in neighborhoods the Secretary determines have affordable housing shortages. Grants and loans are available only for units in neighborhoods with at least one specified amenity—a federally qualified health center, Medicaid-accepting primary care provider, grocery store accepting SNAP or WIC benefits, licensed child care provider, pharmacy, or public transportation—and HUD must give preference to projects within one mile of two or more such amenities or located in buildings containing them; HUD may also prioritize based on the number of units, neighborhood boundaries, and area median income. Two years after a unit's first occupancy using program funds and every two years thereafter for 10 years, HUD must conduct voluntary resident surveys on perceived benefits of proximity to the specified amenities (potentially including a control group of non-residents) and submit reports to specified congressional committees evaluating survey results and whether nearby amenities have closed or relocated since the prior report. The section authorizes $100 million annually for FY2025 through FY2029 and clarifies that program funds are compatible with other HUD affordable housing funding and Section 8 tenant- or project-based rental assistance.
