H.R. 2753 — Hands Off Medicaid and SNAP Act of 2025

This section establishes a point of order in the House and Senate against reconciliation bills or resolutions reported pursuant to a concurrent budget resolution—or amendments or conference reports thereon—that (1) reduce enrollment or benefits for Medicaid (i.e., health coverage program for low-income individuals under title XIX of the Social Security Act) or (2) reduce eligibility or benefits for the Supplemental Nutrition Assistance Program (SNAP, i.e., food assistance for low-income households under the Food and Nutrition Act of 2008). The point of order expires on January 20, 2029, and includes a conforming amendment to subject violations to waiver procedures under section 313(b)(1) of the Congressional Budget Act of 1974.
