H.R. 2761 — HAPPY BIRTHDAY Budget Act

This section sets forth nine congressional findings on military parades, including that they are traditionally reserved for national celebrations rather than personal milestones such as birthdays; a previously considered parade was canceled due to $92 million in military costs and over $21 million in District of Columbia public safety costs; heavy military vehicles risk damaging District roads requiring taxpayer-funded repairs; the District often lacks full reimbursement for federal events; and President Trump has expressed interest in a parade on June 14, 2025—his 79th birthday, the U.S. Army's 250th anniversary, and Flag Day—with no prior Army plans for such an event in the District.

This section prohibits the obligation or expenditure of federal funds for the planning, execution, security, transportation, or infrastructure support of any military parade in the District of Columbia that is primarily intended to celebrate the birthday, personal milestone, or private interest of any individual, including President Donald J. Trump.

This section encourages the President to consider alternative birthday celebrations excluding armored vehicles or fighter jets (e.g., cake, golf, or bingo night) and extends congressional birthday wishes to President Donald J. Trump while urging Americans to send their own wishes via the U.S. Postal Service.
