This section establishes a Title X Clinic Fund administered by the HHS Secretary to support title X clinics providing family planning services (42 U.S.C. 300 et seq.). For each of FY2026 through 2035, it appropriates $512 million for title X grants and contracts and $50 million for title X clinic infrastructure (i.e., construction, renovation, and equipment), with amounts available until expended. It further conditions funding by (1) prohibiting recipients from excluding entities from title X subawards for reasons other than inability to provide services and (2) requiring nondirective pregnancy counseling for patients with positive pregnancy tests, including an offer of neutral, factual information and counseling (with referral upon request) on prenatal care and delivery, infant care, foster care, and adoption, and pregnancy termination—except for options in which the patient expresses no interest.
