H.R. 2766 — Special District Fairness and Accessibility Act

This section requires (1) the Director of the Office of Management and Budget (OMB) to issue guidance, not later than 180 days after enactment, clarifying how agencies recognize special districts (i.e., limited-purpose political subdivisions of a state with specified boundaries and significant budgetary autonomy) as units of local government eligible for federal financial assistance (i.e., grants, loans, cooperative agreements, and similar aid); (2) agency heads to implement the guidance and conform related policies within one year of its issuance; and (3) the OMB Director to submit a report to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs, not later than two years after enactment, evaluating agency implementation.
