H.R. 2769 — American Gas for Allies Act

This section states 11 congressional findings concerning (1) the U.S. role in the North Atlantic Treaty Organization (NATO) since 1949, NATO's security benefits, and Ukraine's strategic partnership with NATO since the early 1990s, including NATO's support for Ukraine's future membership and self-defense; (2) Russia's 2022 invasion of Ukraine as a security threat to all NATO allies; and (3) the national security, economic, and environmental benefits of U.S. liquefied natural gas exports to Ukraine and NATO countries, including up to 56% lower greenhouse gas emissions than European coal (versus up to 22% higher for Russian natural gas) and average annual contributions of over $400 billion to U.S. gross domestic product and more than 270,000 U.S. jobs since 2016.

This section deems the exportation of natural gas to a North Atlantic Treaty Organization (NATO) member country or Ukraine consistent with the public interest under section 3(a) of the Natural Gas Act—and thus requires the Federal Energy Regulatory Commission to grant such applications without modification or delay—for applications pending on the date of enactment or filed through three years after enactment.
